North Texas developer Jackson-Shaw and Tucson-based Holualoa Companies are developing a dual-branded hotel in Arizona: the AC Hotel by Marriott North Phoenix at Norterra and Element by Westin North Phoenix at Norterra. The two hotels—connected under one roof—are close to the Shops at Norterra in Phoenix. The property is expected to break ground in May and open in late 2025.
“Jackson-Shaw and Holualoa Companies have a proven track record of success developing high-profile Marriott Bonvoy brands in the Phoenix market, including the Element Hotel at SkySong in Scottsdale and the AC Hotel Phoenix Biltmore at Camelback Collective,” Joe Blewitt, senior vice president of hospitality at Jackson-Shaw, said in a statement. “Both companies know that Phoenix is a popular destination for leisure and business travelers, especially now with the development of the $65 billion Taiwan Semiconductor Manufacturing Company site and supplier plants.”
The four-story development will have a total of 274 guestrooms—179 at the AC Hotel by Marriott North Phoenix at Norterra and 95 extended-stay rooms at the Element by Westin North Phoenix at Norterra.
The development will have 8,000 square feet of flexible meeting space, two suites, two group communal rooms, a fitness center and a resort-style courtyard with a saline pool, heated spa and event lawn. The 160,133-square-foot building takes up three acres.

The dual-brand hotel has been designed to serve the North Black Canyon Corridor business demand, which is being supercharged by the new TSMC plant and its adjacent support companies,” Holualoa Chief Investment Officer Aroon Chinai said in a statement. “As a result, much consideration of the location’s diverse needs has been integrated into the design and experience.”
The hotel is being developed in partnership with Jackson-Shaw and Holualoa Companies. Simmons Bank is providing construction financing, Layton Construction is the general contractor, Cooper Carry is the architect and DiLeonardo is the interior designer.
